Africa's AI Gap: Why Infrastructure Beats Hardware in the Race for Autonomy

KIGALI, Rwanda. Behind every autonomous system lies not a machine but an ecosystem. Data flows through it, computing infrastructure powers it, skilled technicians operate it, institutions sustain it. Yet African policymakers gathered at the International Security Conference on Africa here have largely focused on the visible hardware: the drones, the sensors, the equipment itself.

The consensus that emerged from the conference was direct and sobering. Purchasing sophisticated autonomous technology does not confer the ability to develop, control or meaningfully deploy it. A country acquiring an advanced system without the foundational capacity to understand and adapt it becomes dependent on foreign suppliers for updates, data access and operational control. That dependency carries strategic and security consequences that extend far beyond procurement.

Col. (Rtd) David Kanamugire, CEO of Rwanda’s National Cyber Security Authority, framed the problem bluntly. “You can’t buy autonomy. That’s not possible. It’s like you get two people, give them similar computers, same manufacturer but they will perform totally different tasks. The difference lies in what exists behind the machine: data, computing power, talent and institutions,” he said. Without access to data, he emphasized, autonomy remains impossible.

The challenge for African governments is structural. Autonomous systems are no longer purely military acquisitions; they have become intertwined with national security and foreign policy. A country must know who owns the data its systems collect, who can update the software, whether suppliers can restrict its use and whether the technology can communicate with systems from allied nations. Procurement, therefore, is no longer a simple commercial transaction but a strategic decision with long-term implications for sovereignty and capability.

By contrast, the institutional dimension receives far less attention than the hardware. Dr. Paul Simon Handy, Regional Director for East Africa and representative to the African Union at the Institute for Security Studies, cautioned against a fundamental misunderstanding of what autonomous systems require. “Adopting this technology is not just a matter of automating existing doctrines. We need to rethink doctrines in light of this development,” he said. Treating autonomous systems as new equipment to be grafted onto existing military structures misses the point entirely. African states need to prepare, solve and make critical decisions while maintaining meaningful human control over technology. “Most importantly, African states should resist the belief that faster decisions are always better decisions. We should avoid the trap of just giving human legitimacy to machine decisions,” Handy added.

Building competitive indigenous capacity offers a path forward, though it demands cultural and institutional shifts. Moise Busogi, an Assistant Teaching Professor at Carnegie Mellon University Africa, observed that the continent often assumes technologies developed in Western countries are inherently more efficient and reliable. “We should trust our own ambition. Allow ourselves a room for imperfection, but also that imperfection sometimes comes with advantage. Africa’s young population can become a major technological asset if students and researchers are given the space to experiment and develop solutions for African conditions,” Busogi said.

The current cycle works against local innovation. African technologies struggle to secure funding, testing and deployment, making it harder for local innovators to build products competitive enough to attract investment and trust. That is not a technology gap so much as a financing and confidence gap.

The four foundations required are interconnected. Data must be accessible and owned locally. Computing infrastructure must be built or acquired with a clear understanding of its constraints and capabilities. Technical talent must be trained and retained within the continent. Institutions must evolve continuously as the technology itself evolves.

The stakes extend beyond defence. Africa’s agricultural potential, border security challenges and environmental monitoring needs could all benefit from autonomous systems tailored to local conditions. The limitation is not access to technology but the imagination and capability to employ it effectively within specific African contexts. Without these foundations in place, African nations risk becoming permanent consumers of foreign systems rather than builders of their own intelligent infrastructure, and the question left hanging over Kigali is whether the political will to change that exists before the dependency deepens further.
