R4.5 Million Bribery Scheme Derailed SANDF Officer's Career, Court Hears

PRETORIA HIGH COURT HEARS HOW CONTRACTOR’S DEALINGS BLOCKED MILITARY ADVANCEMENT

An alleged R4.5 million bribery scheme sits at the heart of the corruption trial of Defence Minister Nosiviwe Mapisa-Nqakula, where testimony at the Pretoria High Court this week exposed how government contracting relationships shaped military career decisions at the highest levels of the South African National Defence Force.

Retired Major General Noel Ndhlovu took the stand to describe how his path to the position of Surgeon General in the SANDF was interrupted when he was placed on suspension. The timing was not coincidental. His wife, Nombasa Ntsondwa-Ndhlovu, was simultaneously under investigation for her contractual arrangements with the SANDF. The suspension occurred before General Aubrey Sedibe’s retirement, at a moment when Ndhlovu was positioned to assume the top medical role.

The career cost proved substantial. When Ndhlovu returned in 2024, four years after his suspension began, the position had already been filled. Dr Ntshavheni Maphaha, who had been Ndhlovu’s junior officer, had been appointed to the post. By the time the suspension ended, Ndhlovu’s retirement was only a year away, effectively closing the window for advancement.

Meanwhile, the court examined a high-level meeting that included Mapisa-Nqakula, President Cyril Ramaphosa, and former SANDF Chief General Solly Shoke. According to testimony from Ntsondwa-Ndhlovu, the minister advocated for her husband’s appointment during that meeting. Shoke opposed the move, the court heard.

The financial demands alleged are specific. Ntsondwa-Ndhlovu, who accuses Mapisa-Nqakula of soliciting R4.5 million in bribes, has also claimed the minister attempted to extract R2 million from her to secure her husband’s appointment to the Surgeon General position. Ntsondwa-Ndhlovu testified that she refused this demand.

The trial centers on allegations that Mapisa-Nqakula leveraged her ministerial authority to extract payments from a contractor doing business with the SANDF. The connection between Ntsondwa-Ndhlovu’s contracting activities and Ndhlovu’s military suspension points to a pattern in which family business relationships and government employment decisions became intertwined.

Defence lawyers representing Mapisa-Nqakula have contested the narrative, arguing that she did not influence the awarding of tenders. The case continues to examine whether ministerial power was used to extract financial benefit from a contractor, and whether career advancement within the military was contingent on payments or business relationships.

The R4.5 million figure represents the alleged total scope of the minister’s demands, while the R2 million claim relates specifically to the Surgeon General appointment. Both figures underscore the financial dimension of the alleged misconduct. Whether the court accepts that these two streams, contracting leverage and career advancement, operated as a single system of extraction remains the central question the trial has yet to resolve.
